Homes England and CPCA accelerate growth with Strategic Place Partnership

Homes England and the Cambridgeshire & Peterborough Combined Authority (CPCA) have joined forces in a Strategic Place Partnership (SPP), reinforcing their commitment to locally-led growth, regeneration, and housing delivery. This collaboration supports the government’s ambitious target of 1.5 million new homes over the next five years.
The partnership builds on a strong track record of large-scale development, including Northstowe, one of the UK’s largest new towns. Homes England, acting as the master developer, is overseeing the 10,000-home project, which is already home to 1,400 households and will feature a vibrant town centre and key community infrastructure upon completion.
Key Developments under the SPP:
- Peterborough Station Quarter: Over £100,000 investment in the next eight weeks to accelerate regeneration in one of the UK’s fastest-growing cities.
2. Waterbeach New Town – Funding commitments include:
- £23m to relocate a railway station, unlocking 4,500 homes in partnership with Waterbeach Development Company.
- £61m loan for the former Waterbeach Barracks and airfield site, supporting 6,500 homes led by Urban&Civic.
3. Cambridge Affordable Housing – Funding pledged to tackle high housing costs and land values in the region.

This agreement marks the seventh Strategic Place Partnership signed by Homes England with combined authorities across England, reaffirming its commitment to infrastructure-led housing growth.
