Pagabo issues tender for £5bn National Major Works Framework



Pagabo has officially opened the tender process for the National Framework for Major Works 2026, a significant procurement vehicle with an estimated total value of up to £5 billion.

This initiative represents the first major framework launch under a ten-year strategic partnership between Pagabo and YPO, with the latter serving as the centralised procurement authority. Scheduled for a formal launch in October 2026 for a four-year term, the framework has been developed to ensure full compliance with the Procurement Act 2023 and the Procurement Regulations 2024. This regulatory alignment is intended to enhance transparency and accountability while prioritising the awarding of the most advantageous tenders across the public sector.

As the third generation of the major works offering, this framework builds upon a legacy that has already facilitated more than £3 billion in construction projects. It is designed to connect public sector organisations, including local government, NHS providers, emergency services, housing associations, and educational institutions, with a pre-qualified supply chain. For companies seeking to expand their presence in the UK construction market, the framework provides a structured and high-value pipeline of opportunities across England, Scotland, Wales, and Northern Ireland. The procurement strategy explicitly emphasises the inclusion of small and medium-sized enterprises (SMEs) alongside major national contractors, ensuring that built environment investments generate tangible social value.

The framework is structured into five primary lots that cater to various project scales and geographical requirements. Lot 1 is dedicated to collaborative partners across different regions for projects exceeding £5 million, with a single supplier appointed per sub-lot focusing on delivery, sustainability, and quality. Additional tiers provide broader market access, with Lot 2 covering projects between £5 million and £15 million, Lot 3 addressing the £15 million to £30 million range, Lot 4 for works up to £60 million, and Lot 5 for major projects exceeding £60 million. Each of these subsequent lots will appoint up to nine contractors per region and value band, offering substantial scope for main contractors to secure long-term work programmes.

Management of the framework will utilise a digital-first model via the Pagabo+ system, which serves as a centralised platform for opportunity management, performance monitoring, and compliance assurance. Appointed contractors will also be required to engage with the Loop social value platform and Sypro contract management software to ensure rigorous reporting standards. This integrated digital approach aims to accelerate the procurement process and provide a transparent environment for project delivery, making it an essential route to market for contractors capable of meeting the evolving requirements of the UK’s public sector infrastructure landscape.
