Needle and Syringe Exchange Services NI Pre-Market Engagement 1. Introduction This Prior Information Notice is to inform potential tenders that BSO Procurement and Logistics Services (PaLS) intends to issue tender documentation for Needle and Syringe Exchange Services in Northern Ireland. The Needle and Syringe Exchange Service (NSES) is vital to the health and wellbeing of the entire community, helping to reduce the potential of drug-related litter, lowering the risk of HIV and Hepatitis B and C within the wider population, and putting those who use the service in direct contact with a health professional who can help them in engaging with treatment services to address their substance use. Thirty-five needle exchange services are commissioned across Northern Ireland based in areas where there is an existing pattern of people who inject, but help protect everyone in the community. Anyone who injects substances can use a needle exchange service, and this includes people who inject opioids, steroids, tanning agents or stimulants’ needle exchange pack is designed to allow injecting drug users to obtain hypodermic needles and associated paraphernalia for the safe, hygienic injecting of various drugs The scheme is sponsored by the Public Health Agency 2.Engagement Session 2.1The Business Services Organisation, Procurement and Logistics Service (BSO PaLS) on behalf of HSCNI are seeking to engage with potential suppliers to obtain a market view of potential requirements by holding a one-day awareness session. The purpose of the session will be to facilitate engagement with suppliers in the field of needle and syringe exchange. The engagement day will be divided up into 45-minute Teams slots. Suppliers who request a slot and receive an invitation to attend from PaLS and will be allocated a time and date to attend. The day will be limited to 5 slots. If slots are oversubscribed they well be allocated on to suppliers in order of when interest was registered. Suppliers will be asked to confirm attendance by accepting the Teams invitation. If a supplier wants to start the session off with a presentation this should last no longer than 5 minutes. The remaining time will be a Q&A interaction, whereby PaLS will ask questions of the supplier representatives. PaLS will use the information collected to assist in the preparation of tender documents and to help ensure the documentation produced is clear and equitable for all Tenderers 2.2 The Engagement Agenda A. The ability of the supply base to cover the HSCNI requirement for needle exchange services (delivery to selected Pharmacy’s and NSES sites throughout NI) B. The need for the supply base to have the compatibility with current ordering and management systems. C. The ability to support the increasing coverage of needle exchange via postal needle exchange services, vending machines and other innovative methods as they become available. D. Public needle drop boxes- (provision, collection and maintenance) E. To identify and support the training of new NSES providers, refresher training for experienced NESE providers – on new provisions such as Naloxone administration and training both online and in person. F. Support in the Development and innovation of NSES in Northern Ireland though responding to the needs of the service working as part of the NSES Development group to problem solve and respond to changing drug trends for example drug testing kits, wound care packs, new needle sizes. G. Attend Service User involvement sessions with PHA to listen and respond directly to the injecting equipment needs of service users H. Support for opening of a new NSES sites. I. Supply Naloxone in injectable and nasal forms J. Future innovative ideas 2.3Any participation in response to this exercise will not constitute any contractual agreement between the respondent and the Contracting Authority. The information requested is indicative and is no guarantee of business or that a procurement process will be undertaken. Non-participation in this market engagement process does not preclude any suppliers from participating in any future procurement process. 2 Engagement Session Participation 3.1Any interested suppliers are required to submit their interest through the Etenders messaging service NO LATER THAN 3.00PM ON FRIDAY 7th JUNE 2024 by providing the following details. Questions and responses will, in most cases if relevant, be made available to all Tenderers. The closing date for receipt of clarifications is Thursday 4th July 2024 3.2 You will be advised of date and time of engagement sessions at least four weeks in advance via Etenders secure messaging.3.3 All information provided in this exercise will be treated in confidence. Any information provided in response to this market engagement exercise marked as commercially sensitive will be treated as such. The final decision on any Freedom of Information request rests with the relevant public body, subject to applicable law.
