Software Package and Information Systems in London – Framework Lead
The current contract for software package and information systems in London is projected to end on 12/05/2016 and may be available for re-tender.The current contract for software package and information systems included to replace their Finance, Procurement and Projects systems and, in each case, to do this by April 2013 or earlier. Both organisations are in the process of calling off Oracle licences from an existing framework agreement. UCLH and RFH wish to establish a framework agreement such that they can implement a broadly common system to support a shared service approach and which permits other NHS organisations to enter into call-off contracts for broadly the same solution during the life of the framework agreement. Consequently Royal Free Hampstead NHS Trust wishes to procure a framework agreement for the provision of a managed service for the supply, implementation, hosting and ongoing support of a predominantly Oracle finance, procurement and projects system (supplemented by certain additional functionality, where required) for RFH, UCLH and other NHS organisations wishing to access the framework in order to participate in the shared service as indicated in this PQQ. RFH and UCLH have been working actively together and have concluded that by implementing a broadly common system this would reduce overall system implementation and on-going support costs. The expectation is that there will be a common set of “standard” processes that would be used as a basis for developing and operating a single solution which would form the basis of the broadly “common” solution to be operated under a shared services model for both organisations and provide a platform for a shared services solution for a wider body of NHS organisations. The supplier will therefore have to be capable of supplying, implementing, hosting and supporting a predominantly Oracle solution, supplemented by certain additional functionality, where required. NHS organisations wishing to access the framework will be entitled to purchase all or any of the relevant licences by any existing available route but the framework will also permit the purchase of relevant licences under Lot 2. Lot 2 There currently exist a number of framework agreements from which NHS Trusts can procure certain Oracle licences. In order to use the system and services procured under Lot 1 there will be a requirement for UCLH, RFH and any NHS Organisation wishing to access the framework to acquire licences for Oracle e-Business Suite, Oracle related software and other supplemental applications, as required. Separate Contracting Authorities within this framework may therefore utilise different components of this agreement. Royal Free Hampstead NHS Trust therefore requires a framework agreement that permits UCLH, RFH and the relevant 3rd party Authority beneficiary as indicated in this PQQ, where drawing down services described in Lot 1, to also be entitled to call-off contracts for the provision of Oracle, Oracle related software and other supplemental licences under Lot 2 of this procurement. Royal Free Hampstead NHS Trust makes no commitment as to the volume of services or volume or types of licences that may be required by UCLH, RFH or any 3rd party Authority beneficiary.
