II.1.4) Short description of the contract or purchase(s):
This Contract is for the Supply and Delivery of Fresh Bread, Rolls and other Bakery Produce to Renfrewshire Council and East Renfrewshire Council. Deliveries will be made to establishments across each Council including but not limited to; primary and secondary schools, colleges, nurseries, community centres, care homes, day centres and cafes. Renfrewshire and East Renfrewshire Council have agreed that Renfrewshire Council will act as lead contracting authority for the creation of this Contract and shall undertake any required ongoing management of the Contract.
The objective of the Contract is to secure consistency in the availability of high quality freshly baked produce which complies fully with all Food Safety and Food Standard legislation and achieving the following:
— Best value for money;
— Considering business for SMEs;
— Meeting ongoing call-off and delivery requirements;
— Cross Council participation;
— Contract, price and supplier stability.
Tenderers will be required to pass Stage 1 — Qualification (as detailed in the ITT and section III.1.4) in this contract notice) in order to progress to Stage 2 of evaluation — the Technical/Commercial (Award) criteria:
— Technical — 20 Points;
— Commercial — 80 Points.
The Technical score of 20 Points will be sub-weighted and evaluated as follows:
— Service Delivery — 12 Points;
— Environmental and Sustainability — 3 Points;
— Community Benefits — 5 Points.
Service Delivery score of 12 Points has been sub-weighted as follows:
— Capability and Resources — 2 Points;
