DFID has awarded its framework for the provision of Goods, Equipment and Associated Services, e.g. but not limited to logistics, quality assurance, import/export duties management, procurement audits and procurement advice. The objective of this model is for the framework supplier to work as a key business partner in the strategic and operational procurement of goods and equipment and associated services by: — Establishing procurement strategies in order to commit to a partnership with DFID; — Providing value for money on every programme/project; — Ensuring transparency and be able to stand up to both internal and external scrutiny; — Implementing excellence in procurement/contracting service terms and supplier management; — Targeting measured savings from Third Party Partners; — By default, the tenderer will act as a supplier to DFID. However, for some health commodities, in an estimated 20 % of the time, acting as an Agent to DFID and adhering to DFID procurement procedures, associated legislative requirements and adherence to EU Public Procurement Directives. This framework is non-mandatory for programmes to use, and can provide a specialist procurement support to all DFID programme suppliers and partners. This Framework Agreement can be used by UK public sector bodies identified at VI.3) (and any future successors to these organisations), which include Central Government Departments and their Arm’s Length Bodies and Agencies, Non Departmental Public Bodies and NHS bodies.
