The current contract for Pressure-Measuring Equipment in Reading is projected to end on 15/11/2016 and may be available for re-tender.The current contract for Pressure-Measuring Equipment in Reading included trunk mains instrumentation for remote burst prediction, monitoring and detection. This agreement will supply the full spectrum of Thames Waters requirements in this area whilst also supporting Thames Waters multi-billion pound capital programme through to installation, configuration, operational repair and maintenance requirements (as deemed necessary).Requirement.Based on current business projections, within the next 5 years, ThamesWater expects to purchase:— 200 remote burst detection instruments,— 100 remote burst prediction instruments.There will be a requirement for the successful supplier (s) to ‘Project Manage’ the programme to ensure that it is delivered in a timely manner and offers best value to Thames.The successful supplier(s) are required to offer innovative solutions and design savings for projects as well as challenge design specifications and technical solutions being considered for a project. There may be a requirement for the development of upgrade solutions as technologies /components become obsolete. All bespoke designs produced for a Thames Water project by the supplier will belong to Thames Water.To aid ‘innovation’, key performance indicators and/or pain/gain share arrangements may be introduced as part of the Framework Agreement.Scope.The units required must have the ability to measure flow, pressure and noise at data time samples to be defined. All units must have self learning capability of the Trunk Mains system and there is also a requirement that software and hardware for local diagnostics is provided.All units must have the following capability:Offsite (remote) Communications require:Support Multi-master system architectures with automatic communicationfallback.Certified compatible with BT21CN.Communicate over PSTN, GSM, GPRS/G3, Paknet, DSL, Ethernet.Typical protocols include:DNP3, WITS DNP3, IEC60870, IEC61850, Modbus,SMS, TCP/IP.Functionality:Ability to integrate with existing regional SCADA systems, includingSERCK, SCW6, RTAP, Wonderware Archestra, Radwin and PiWadis.Local and Remote access from regional SCADA systems for data transfer toenable viewing in Netbase.Security:Password based programme control.Optional remote centralised programme backup and access control,preferably Rockwell FT Asset Centre compatible.Environment.Instruments suitable for installation and operation in undergroundchambers subject to flooding, they should also be safely operable in aZone 1 hazardous area.Award of Framework Agreements.This notice is a request for expressions of interest to participate in thebid process to establish the relevant framework agreement:— lot 1 – remote burst detection instruments,— lot 2 – remote burst prediction instruments.Thames Water will consider how lots may be combined (if at all) subject to responses received from applicants and in particular where this is considered to offer economic advantage.Thames Water reserves the right not to award Framework Agreements for one or more lots.Companies may apply individually and/or provide joint venture or consortium applications.It is envisaged that Framework Agreements will be awarded for the duration of 2 years extendable up to a maximum of 5 years.Rateable criteria.The following mandatory criteria will apply:— health and safety,— quality,— environmental,— financial information.Applicants will also be scored in the following areas:— resources/capacity,— product functionality/capability,— previous experience.
