4. Description: Southend-on-Sea Borough Council (SBC/’the council’) is proposing to award a contract for the provision of a Learning Management System (LMS), to support its Learning and Development function (L&D).
Southend Borough Council has responsibility for supporting nearly 1,700 employees across its 4 departments – People, Place, Corporate Services and Public Health. SBC also provides learning and development opportunities for approximately 4,500 external staff (i.e. non SBC employees) in various partner agencies.
SBC is actively looking to develop partnerships with external organisations across Essex and into London to jointly commission or sell L&D with/to. The system procured needs to be suitable for use by multiple L&D teams/users across SBC and externally, both as users/customer and administrators.
In order to meet our objectives and make the most of the opportunities to develop external markets, the Council needs a single, integrated, workforce information system. This system needs to meet the Council’s needs in each area of the Workforce Cycle, across all its professions, grades and roles. Ideally this new system will include functionality to offer L&D content currently funded additionally.
