We expect evidence and learning generated from this contract will build on and add to the existing evidence base about what works in engaging target residents of social housing and providing them with appropriate and successful financial confidence and awareness support. The service provider(s) should consider: What the benefits are – socially, financially and other (if applicable) – of building financial capability (rather than reacting to people already at a financial crisis point); and what the factors are that lead to a sustainable change in behaviour – for individuals, for organisations, and for the sector itself. The requirement also incorporates the need for formative support to projects funded under the programme, building evidence about effective and less effective approaches, as well as about the benefits to individuals, social housing providers and others of providing such services.
