Major South Bank plans flashed out

The developer behind the landmark Kirkstall Forge regeneration scheme has fleshed out its emerging plans for a £350m development on a near six-acre site in the heart of the Leeds South Bank.In a pre-application presentation, Commercial Estates Group (CEG) has outlined its vision for the plots of land in Holbeck it acquired for almost £10m in 2015.Located to the north and south of Globe Road and Water Lane, next to the iconic Tower Works, the sites have been the subject of a series of unimplemented permissions and are now largely run-down.Pre-application discussions have centred on alternative residential and office-led schemes for the site, but in a first formal presentation to Leeds councillors CEG, acting on behalf of ASE II Developments, will concentrate on a primarily office focused development.The commercially-led project now being brought forward involves predominantly new offices, ranging in height from three to 13 storeys, alongside large areas of public space and enhanced pedestrian routes. A small element of residential accommodation is proposed towards the southern end of what is known as the Temple Quarter, while the ground floor of some of the buildings may incorporate other uses such as bars and restaurants.The emerging plans have been submitted following a public consultation when CEG highlighted its aim to develop a new gateway location for south-west Leeds and improve links from Holbeck to the station and the city.The buildings envisaged include a 12-storey office to the north of Globe Road in an area to be called Globe Waterside, while an 11-storey triangular-shaped building would be situated to its south- west with bridge links up to the tenth floor.In Globe Tower, a plot bordered by a railway viaduct and disused viaduct currently occupied by Magnetic Motors and Prestige, a car dismantler, a seven-storey building which could potentially be a multi-storey car park is proposed, with two offices of 13 and 11 storeys proposed for a neighbouring development parcel to be called Globe Square.Beyond a main public square proposed opposite Marshall Street, Globe Point, the given name for a further site between Globe Road and Water Lane, would accommodate two offices, with a further two buildings proposed to the south of Water Lane and referred to as Beck Court and comprising the former Water Lane printworks.A sub-option is identical other than for the addition of a two storey link between the Globe Square and Globe Point sites, and the omission of the 13 storey off-shoot building in the north-west corner of Globe Square.The proposals will be explored further by councillors at a meeting next week (18 August).Feilden Clegg Bradley Studios, which won the award for the ‘World’s Best Tall Building’ for the Leeds Beckett University’s Broadcasting Place in 2010, is designing the scheme for CEG.
