Description: The awarding authority owns, operates and manage dedicated leisure facilities in the Specified location and is seeking, through formal procurement, to appoint a fitness development partner for the provision of fitness equipment to support the development of new/existing facilities and services that best fulfil the evidenced need of local residents and visitors to the area.
The key corporate objectives relative to indoor leisure are to “support improved health and well-being outcomes” as well as “transform and modernise the Council, providing accessible as well as value for money services”.
The Directorate will achieve these objectives by:
Promoting increased levels of physical activity
Develop targeted programmes to support improved health and well-being outcomes
Consider operating model for indoor leisure to drive efficiencies
To achieve the objectives set out above within indoor leisure, officers have conceptualised the desired outcomes that could be achieved within this term of Council which is summarised below.
By 2020, Indoor Leisure services should have a established sub-brand that should include:
A consistent service proposition across all of our indoor leisure facilities
A consistent look and feel for all of our facilities
A single pricing strategy
Increased number of users and members
Increased variety of programmes available
Citizen focused service with improved customer engagement
Modern infrastructure across the estate
Improved use of technology
The awarding authority has an on-going programme of facility development underway, with enhanced fitness provisions to be developed initially at Newry Leisure Centre and the new Downpatrick Leisure Centre , followed by the proposed outcome of business plan requirements that could see centres such as Kilkeel, Ballymote and Newcastle following suit if the Council is to truly achieve its aim of supporting improved health and well-being outcomes while transforming and modernising the Council by providing accessibility as well as value for money services.
Newry Leisure Centre Phase 2 and the new Downpatrick Leisure Centre have now commenced construction. There is provision and space set aside for a fitness suite within both projects, of which the decision surrounding the final specification of that area rests with the Council.
The contractor has provided their construction timetable and due to certain deadlines needing to be achieved, the appointment of a preferred fitness equipment supplier is now a requirement specifically for Newry Leisure Centre Phase 2 which is estimated to be completed during the summer of 2017.
The new Downpatrick Leisure Centre is estimated to be completed mid/late 2018. Current venues, summary of existing equipment and future plans are detailed within the appendix section for the centres listed.
The awarding authority intends to appoint the successful economic operator for a 5 year period for each of Newry Leisure Centre Phase 2 and the new Downpatrick Leisure Centre, subject to continual acceptable performance as outlined in this document. During this period the capital purchases (Option 1) or 5 year lease agreements (Option 2 or 3) will be entered into for the various projects/sites as specified below.
