3.Explanation
Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union
is lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive:
South Eastern Health and Social Care Trust intends to award a contract for the supply and delivery of portable POCT blood gas and chemistry analysers including the supply of reagents and consumables to Abbott Laboratories Ltd. The goods can be provided only by Abbott Laboratories Ltd due to the clinical requirement of testing for urea in addition to multiple other analytes identified by South Eastern Health AND Social Care Trust. Due to the specialised nature of the urea test only Abbott Laboratories can provide this test for urea on portable POCT blood analysers. The South Eastern Health and Social Care Trust anticipate the duration of the contract will be for 2 years.
