II.2.4) Description of the procurement
Babcock DSG Limited, acting as agents for the UK Ministry of Defence, seeks to negotiate a single source Framework Agreement for a period of 4 years for the Supply of Camouflage Face Paint with BCB International Ltd. This item is codified to NATO Stock Number 6850-99-8862850, and is manufactured to MOD specification UK/SC/5772 Issue 6. The estimated contract value will be 1 568 000 GBP.
It is considered that this requirement can be placed using the negotiated procedure without prior publication pursuant to Article 32(2)(a) of Directive 2014/24/EU of the European Parliament and of the Council (Regulation 32(2)(a) of the Public Contracts Regulations 2015) due to the UK Ministry of Defence receiving only one suitable request to participate in response to a Contract Notice, reference 2016/S 244-445116. In response to such Contract Notice, the UK Ministry of Defence received three requests to participate; however, in accordance with the applicable selection criteria, only one of these requests to participate was deemed to be suitable.

It is considered that this requirement can be placed using the negotiated procedure without prior publication pursuant to Article 32(2)(a) of Directive 2014/24/EU of the European Parliament and of the Council (Regulation 32(2)(a) of the Public Contracts Regulations 2015) due to the UK Ministry of Defence As a result of receiving only 1 suitable request to participate in response to a Contract Notice, reference 2016/S 244-445116, Babcock DSG Limited, is switching from the Restrictred procedure to Negotiated procedure without prior call for competition. In response to such Contract Notice, the UK Ministry of Defence received three requests to participate; however, in accordance with the applicable selection criteria, only one of these requests to participate was deemed to be suitable.
