II.1.4) Short Description: The 3 Torpoint ferries each use diesel engines fuelled by Marine Gas Oil (MGO) certified in accordance with Maritime and Coastguard Agency (MCA) requirements. The Marine Gas Oil (MGO), is certified in accordance with MCA requirements (density of 0.8557 and sulphur content of <0.01 % 10ppm), and is required to be delivered to site on demand.
This procurement is being undertaken by Cornwall Council, on behalf of the Tamar Bridge and Torpoint Ferry Joint Committee and seeks to appoint a Supplier, for an initial 3 year period with an option to extend for a further two year period, to supply MGO direct to the Ferries which operate between Plymouth and Torpoint.

II.2.4) Description of the procurement:
The Torpoint Ferry service forms a vital link across the Tamar estuary between the town of Torpoint in Cornwall and the city of Plymouth in Devon. The crossing is jointly owned by Cornwall Council and Plymouth City Council who operate 3 chain ferries at the location.
The service operates 24 hours a day, 365 days a year, with service provision varying from a 3 ferry service at peak times to a single ferry overnight. Current 2-way traffic volume is approximately 2.4 million vehicles and 800k pedestrians and cyclists per annum.
The 3 ferries each use diesel engines fuelled by Marine Gas Oil (MGO) certified in accordance with Maritime and Coastguard Agency (MCA) requirements. The Marine Gas Oil (MGO), certified in accordance with MCA requirements (density of 0.8557 and sulphur content of <0.01 % 10ppm), is required to be delivered to site on demand. Historically, this is a delivery of 20 000 litres every 3 weeks, which is discharged directly into the storage tanks of the receiving ferry. The timing of delivery (Monday to Thursday starting no earlier than 0930 and completing by 1300) is dictated by the operational and safety case requirements to fuel the ferries during the planned ‘out of service’ periods.
It should be noted that the delivery tanker could embark on the receiving ferry at either Torpoint or Devonport, and that there is no shore based storage capacity for MGO within the ferry infrastructure.
