4. Description: Staffordshire County Council has operated a staff car leasing scheme for its employees since 1986.
The scheme is open to all permanent employees of the Council and such employees of sub-leasing authorities as those authorities determine. The Council will require the right to sub-let vehicles provided under the contract through an agency agreement to other public sector bodies, under the same terms and conditions as the main contract. Vehicles are sub-let by the Council to individual employees under a separate agreement between the Council and employee.
An internal business unit of the Council, Fleetcare, is responsible for the scheme. Fleetcare actively promotes and markets the scheme.
The scheme’s fleet currently stands at 400 vehicles.
There is no restriction on manufacturer or type of vehicle or on any accessories/optional extras. However, vehicles leased to Staffordshire County Council employees are currently subject to a CO2 limit of 150g/km.
The Council arranges its own fully comprehensive insurance cover.
Vehicles are contract hired for a three year period with various total mileages, although there may be occasions where a shorter or longer hire period is required.
