Short description of the contract or purchase(s): Derby City Council wishes to implement a framework for asbestos consultancy services.
A two stage procurement process is being used in accordance with the restricted procedure as defined in the Public Contracts Regulations 2006 (Statutory Instrument No 5).
Stage one of the process comprises a pre-qualification process, designed to identify and shortlist suitable potential suppliers. Stage two will be the formal tender process involving those organisations identified and selected from stage one. In stage one applicant’s will be ranked according to their scores and the highest 10 scoring applicants will be shortlisted to proceed to stage two, (providing that there is sufficient number of suitable applicants for this number to be selected).
It is envisaged that Five (5) organisations will be appointed to the framework to supply services on a call-off basis, as and when required. Derby City Council makes no guarantee as to the volume of business on offer and any volumes given are indicative only and intended as a general guide.
The contract value is approximately 150,000 GBP per annum but is subject to variation depending on budgetary provision and the nature of the project
The scope of works will range from minor route surveys, demolition, repairs and refurbishment works through to major projects on the full range of Council properties which include amongst others, schools, libraries, community buildings and offices. It is also likely to involve scientific studies on asbestos exposure within buildings.
The suppliers appointed to the framework will provide a full range of asbestos analytical services across the Council Estate.
Projects will include, but not be limited to:
1) Ad hoc surveys for management and refurbishment/demolition purposes;
2) Bulk sampling;
3) Identification of asbestos by PLM;
4) Air monitoring;
5) Fibre counting;
6) Clearance testing;
7) SEM analysis & Fibre discrimination as required
8) Attendance to emergency situations;
9) The provision of expert professional advice including specification writing.
10) Management surveys using the Councils in house SAM.net system
11) Periodic re-inspections
12) Face fit testing
13) Asbestos training courses as and when required
14) Agreement to provide suitably qualified and experienced individuals on a secondment basis to DCC
The appointed suppliers may be required to have an input to asbestos awareness training for Council staff and external contractors.
The successful suppliers MUST hold and maintain throughout the contract UKAS or equivalent accreditation for the sampling of air for fibre counting; fibre counting; 4 stage clearance process; counting and identification of asbestos fibres in air and bulk materials PLM (ISO/IEC 17025:2005); sampling of bulk materials for asbestos identification; identification of asbestos in bulk samples; surveying for asbestos in premises (ISO/IEC 17020:2012);
It is an essential requirement that suppliers are able to achieve a response time to a Derby City site of a maximum 1 hour.
The framework period is 2 years; the framework is estimated to commence 1.9.2014. There is an option to extend for a further 2 years. The maximum framework period is 4 years.
The Council intends to accept tenders for the whole of the package only
