Object of the contract
The Awarding Authority is seeking to establish a multi-provider Framework Agreement on behalf of the members for Paper – Printing and Specialist.
Tenderers shall accept and acknowledge that by issuing this ITT. The Awarding Authority shall not be bound to accept any Tender and reserves the right not to conclude a Framework Agreement for Paper – Printing and Specialist for which Tenders are invited nor does it constitute an offer to enter into a contractual relationship.
This Framework Agreement will commence on 1st January 2018 for an initial period of 24 months until 31st December 2019 with the option to extend the Agreement for 12 months until 31st December 2020 and a further 12 months to 31st December 2021 subject to satisfactory Supplier performance.
The Framework Agreement for Paper – Printing and Specialist includes, but is not limited to, the following scope; coated and uncoated papers, recycled and virgin papers, cut sheet and reel papers, a variety of paper sizes including SR, A4 and A3 and a variety of FSC and PEFC certified papers. This list is not exhaustive. These products will be utilised in the following areas; commercial printing units and office environments. This Framework is not intended to fulfil desktop paper requirements, as this is covered by the Office Supplies Agreement. However, specialist papers are expected to be purchased in smaller quantities rather than pallets.
It is intended that a maximum of seven suppliers will be appointed to the Framework Agreement. These will be the Tenderers who achieve the highest total scores based on the Award Criteria. If a number of suppliers score equally and fall into joint seventh place then all Tenderers in equal seventh place will be awarded a place on the Framework Agreement.

The Framework Agreement is open to the current and future Member Institutions & affiliated Public Sector Bodies including FE colleges and the Research Councils () as defined by the above Consortia. At some point during the life of the Framework Agreement the current members of the following may wish to utilise the Agreement and should have access at any point with the permission of NWUPC. This Agreement is not intended to replace any current Agreements that either participating or non-participating Institutions may already have in place. The Framework Agreement will be available for use by any Scottish Public Sector Body: the Authority; Scottish Non-Departmental Public Bodies; offices in the Scottish Administration which are not ministerial offices; cross-border public authorities within the meaning of section 88(5) of the Scotland Act 1998; the Scotland Office; the Scottish Parliamentary Corporate Body; councils constituted under section 2 of the Local Government etc. (Scotland) Act 1994 (except where they are acting in their capacity as educational authority); Scottish joint fire boards or joint fire and rescue boards; Scottish joint police boards or any successor National Police or Fire Authority; Scottish National Park authorities, bodies registered as social landlords under the Housing(Scotland) Act 2001, Scottish health boards or special health boards, Student Loans Company Limited, Northern Lighthouse Board, further or higher education institutions being fundable bodies within the meaning of section 6of the Further and Higher Education (Scotland) Act 2005 any public body established by or under the Scotland Act 1998 or any Act of the Scottish Parliament, any association of or formed by one or more of the foregoing, bodies financed wholly or mainly by one or more of the foregoing, bodies subject to management supervision by one or more of the foregoing and bodies more than half of the board of directors or members of which, or, in the case of a group of individuals, more than half of those individuals, being appointed by one or more of the foregoing.
