Short description of the contract or purchase(s): The Council wishes to set up a framework agreement (‘the Framework’), for the provision of a high quality, manageable and sustainable Domiciliary Care service that is focused on better outcomes for people in receipt of care providing improved quality of care services and value for money (‘the Service’). The aim of the Framework is to build capacity in the domiciliary care market, ensure good quality recruitment, consistency of staffing and punctuality of provision, which in turn will improve quality of, and satisfaction with, the Service from the Person’s and Parent Carer’s point of view.
The Council aims to develop a partnership approach to the delivery of the Service. This will require open dialogue between Framework Providers and the Council to ensure its success. All Framework Providers will be working together with shared aims and shared goals.
It is anticipated that the provision of domiciliary care within North Yorkshire will be implemented in three phases. The phases relate to factors including but not limited to: area, hours and market. This procurement is in respect of Phase 1 only. Additional information relating to Phase 1 will be included in the Invitation to Tender Documentation. Further information relating to phases 2 and 3 has been and will continue to be released when available. The Council will ensure that the market continues to be informed throughout the project by way of market briefings.
The aim of Phase 1 is to appoint three providers per area for the urban areas of Harrogate, Scarborough, and Selby (‘the Areas’). The proposed Areas are based upon population centres and transport links.
Organisations wishing to participate with this procurement (the “Participants”) are invited to bid for one or more or all of these Areas which will be divided into Lots as follows:
Lot 1 – Harrogate
Lot 2 – Scarborough
Lot 3 – Selby
Management information suggests that people assessed as “moderate” in the three Areas are in receipt of approximately 25 000 hours of domiciliary care per year. Approximately 15% of people in receipt of domiciliary care across the county are full cost payers. A further 40 % of people make some financial contribution towards their care.
The successful Framework Provider will provide generic domiciliary care 365 days a year during core hours of 7am to 11.00pm, to the following groups of people:
– People aged over 65 years,
– People with physical disabilities,
– People with learning disabilities,
– People with mental health problems and
– Children with disabilities.
The provision of service will not include the following group of people or areas:
– Re-ablement service, which is provided through in-house provision;
– Services funded by Supporting People monies;
– Services for People with complex needs (as defined in the Council’s Terms and Conditions)
The Service specification includes the potential to jointly commission services with various health bodies; including but not limited to, Partnership Commissioning Unit and Clinical Commissioning Groups, but excluding GPs within North Yorkshire and the City of York where the tasks involved are directly related to domiciliary care.
The Service specification includes the opportunity to deliver additional services, for example, out of hours’ generic domiciliary care and support planning. If any relevant services currently delivered by the Council or another independent organisation are to be externalised or re-commissioned, the Providers on the Framework may be invited to take on responsibility for that Service.
Participants will be organisations with a proven track record of delivering generic domiciliary care services to vulnerable people in their own homes. They will have a Care Quality Commission rating of good or above and the ability to show examples of good practise in care delivery. A good working knowledge of personalisation and a sound understanding of government initiatives is essential.
The value of the Framework will not exceed £100 million over the whole life of the contract agreement.
