Short description of the contract or purchase(s): Sandwell Metropolitan Borough Council, through its Home Improvement Agency, is seeking to appoint up to 10 building contractors for the housing adaptations and improvement framework agreement. This agreement will operate in accordance with the Contracting Authority’s Terms and Conditions
Adaptations:
The adaptations element is funded through the Contracting Authority’s Disabled Facilities Grant Programme. The adaptations enable our clients to remain living independently in their own homes.
The range of works within this programme includes, but is not restricted to; providing ramped access to dwellings, installation of Level Access Showers, as well as bedroom and shower room extensions.
The Disabled Facilities Grant Programme provides grants to residents to fund the cost of the adaptations. Typically the value for adaptations to a dwellings ranges from GBP 1000 to GBP 30,000.
The adaptations programme covers all housing tenures.
Sandwell Home Improvement Agency currently manages the grant application programme and specifies the works required.
The contractors will have to be able to show extensive skills and knowledge and expertise in building these specialist schemes of works.
Improvements:
The improvement element will include Improvements and repairs to homes that ensure residents have a safe, warm and healthy home that meets their needs.
Occasionally this will include a requirement to carry out urgent works to remove a Category 1 Hazard as defined under the Housing Act 2004.
Works may include but will not be limited to minor building/plumbing repairs, minor electrical repair or rewire, repairs to roofs, to maintain security of a property and to prevent slips, trips and falls.
It could also include more extensive improvements such as roof replacements and extensions.
The improvement element is restricted to privately owned homes.
Typically the value for improvements works for any individual property can range from GBP 100 to GBP 30,000.
Sandwell Home Improvement will identify the hazard(s) and work with the client and contractor to agree the works required.
The estimated annual expenditure for this contract is likely to be in the region of GBP 3.5 – GBP 4.5 million to be divided between up to 10 contractors. This will be divided into two elements;
Adaptations – approx. GBP 3.5 million (Subject to funding).
Improvements GBP 0 – GBP 1 million (Subject to funding).
These figures cannot be guaranteed and should be used for guidance purposes only. The value of the contract may change on an annual basis, subject to funding being available. The Employer accepts no obligations as to the actual amount of work that will be the subject of Orders and does not guarantee minimum or maximum amounts of work under a particular Order or in total.
