Short description of the contract or purchase(s): The London Boroughs of Southwark and Lewisham invite expressions of interest from suitably qualified and experienced providers for inclusion in its service framework for the provision of Accommodation-based Prevention and Inclusion (P and I) services. The P and I services have been divided into 5 multi provider Lots being:
– People with Mental Health problems;
– Vulnerable Adults;
– Young People including those at risk, leaving care, at risk of re-offending, teenage parents;
– People with Disabilities including learning and physical, sensory, impairment and long term condition including people with challenging behaviours; and
– Violence Against Women and Girls.
Accommodation-based support services will provide support to individuals with an identified and assessed support need that will enable them to maintain their independence as well achieve a wide range of positive outcomes relating to increased independence and improved health and wellbeing. These services may include short-term with crisis interventions to prevent homelessness or over the longer term where vulnerable people are supported to maintain independence for as long as possible.
The successful provider organisations will be expected to be able to work positively with a range of other stakeholders and during the span of the framework be able to respond to the authorities’ needs as they may need to commission services at fairly short notice in response to specific issues. The London Boroughs of Southwark and Lewisham intend to use the framework to commission accommodation-based prevention and inclusion services over the period of the framework, although, on occasions, services may be still commissioned outside of the framework. Applicants should note that the establishment of the framework does not constitute any guarantee of commissioning of any services.
It is expected that the framework will be in place 1.4.2015. Applicants are invited to tender for any number of the Lots noted in this Contract Notice. Call off from the framework will be either through direct award of the most economically advantageous tender or through a process of a mini competition, depending on the type of services required. More information shall be provided in the invitation to tender (‘ITT’) documents.
