Short description of the contract or purchase(s): Crown Commercial Service as the Contracting Authority is putting in place a Pan Government Collaborative Framework Agreement for use by UK public sector bodies identified at VI.3 (and any future successors to these organisations), which include Central Government Departments and their Arm’s Length Bodies and Agencies, Non Departmental Public Bodies, NHS bodies and Local Authorities.
The above Public Sector Bodies have a need for a Postal Goods and Services Framework Agreement.
Crown Commercial Services is working in collaboration with members of Pro5 Yorkshire Purchasing Organisation (YPO) and Eastern Shires Purchasing Organisation (ESPO) to set up a new contracting vehicle (Framework Agreement) to service Public Sector (including Central Government Departments and Wider Public Sector organisations) Postal Goods and Services requirements;
The proposed new agreement will replace the current Crown Commercial Services Postal Services Framework Agreement (RM782).
The convergence in the technologies of the mail market, aided by digital technology, provides new opportunities for process improvements and cost efficiencies in relation to postal goods and services. The Authority requires technically competent Suppliers to deliver the new Postal Goods and Services Framework Agreement to enable Contracting Bodies to have access to requirements for digital solutions, web-based solutions, electronic solutions as well as physical mail.
The Authority also wishes to enable new technologies in the market and support the drive to ‘Digital by Default’ which will significantly reduce the volume of paper received by Contracting Body organisations, although it is recognised that for many Contracting Bodies paper will never entirely disappear.
The Authority is seeking to award a multi-Lot Postal Goods and Services Framework Agreement, offering a wide ranging portfolio of goods and/or services across the required scope. Successful suppliers will also be expected to provide value and drive innovation and continuous improvement throughout the life of the Framework Agreement and any subsequent Call Off Agreements which may be awarded by the Contracting Bodies from time to time.
Crown Commercial Services reserves the right for an electronic auction to be held by Public Sector bodies during further competition among the parties to the Framework Agreement(s).
