The London Borough of Tower Hamlets (LBTH) is seeking expressions of interest from interested organisations for the above services and / or goods.
Description:
The London Borough of Tower Hamlets is inviting bids from established, suitably experienced and qualified organisations or groups of organisations to provide one or both lots as described below:
LOT 1: Health Visiting service
LOT 2: Family Nurse Partnership
The bidder can bid for one or more lots, individually, in partnership or as a consortium. A separate submission should be made for each lot. Consortia bids are welcomed where 2 or more organisations agree to collaborate to deliver the required outcomes. However a lead organisation must be identified with whom the contract will be agreed.
The London Borough of Tower Hamlets (LBTH) vision for children and young people is: ‘For all children and young people to be safe and healthy, achieve their full potential, be active and responsible citizens, and emotionally and economically resilient for their future.’ The Health Visiting service and Family Nurse Partnership are expected to support children’s healthy development and wellbeing through active engagement with communities, families and partnership working. LBTH has the highest levels of child poverty in the country and the 0-5 population is expected to increase by 16 % between 2014 and 2020.
Bidders will be required to demonstrate:
– Equity of access and delivery across Tower Hamlets
– A thorough understanding of, and ability to respond to, the needs of parents and carers, children, and communities, and to adapt the service in accordance with those needs
– Promotion of access to children and families who are most vulnerable to poor health (including emotional health and well-being), particularly those least likely to engage with other health services.
– Community gain and participation in delivery
– Commitment to partnership working
– Registration with the Care Quality Commission
LOT 1: The Health Visiting (HV) service
To provide a public health service led by Health Visitors, working with individual parents, carers and children and the wider community and leading delivery of the healthy child programme (0-5 years). The HV service will provide a highly visible community and universal service (including mandated assessments at antenatal, new baby, 6-8 weeks and 9-12 months) and with extra support for those who need targeted help (universal plus) or have more complex needs (universal partnership plus).
The HV service includes safeguarding children and working to promote health and development in the ‘6 high impact areas’: transition to parenthood, maternal mental health, breastfeeding, healthy weight, healthy nutrition and physical activity, managing minor illness and reducing hospital attendance and admission, and health, wellbeing and development of the child with support to be ‘ready for school’.
Lot 2: The Family Nurse Partnership (FNP)
To provide this evidence-based licensed service, led by Family Nurses, working with first time young mothers (aged 19 and under), delivering the healthy child programme and providing additional support up to the child’s second birthday. FNP will provide a specialised service to these mothers and support an integrated approach, working with other services in order to meet the needs of young children and their families, ensure smooth transition to other services, and deliver improved outcomes.
There may be TUPE implications to this contract.
The anticipated contract start date is: Friday, 1.4.2016
The value of the contract is:
LOT 1: 5 400 000-6 000 000 GBP Per Annum (*with additional funds for workforce growth to be confirmed following contract award) LOT 2: 530 000-560 000 GBP

*’Additional growth funding may be made available to support recruitment to achieve the ‘Call to Action’ target of 95 WTE qualified Health Visitors (or agreed equivalent staff), subject to the Council receiving confirmation of the 2016/17 public health grant and confirmation of the subsequent financial years’ funding for the duration of this contract. In the event that confirmation is received, the additional funding may be agreed on a quarterly basis with the provider and payable by monthly invoice subject to workforce verification audit and evidence that the vacancy rate against the agreed staffing baseline at the start of the contract is below 10 % and agency staff usage is being reduced.’
