Short description of the contract or purchase(s): City and County of Swansea are acting as lead authority on behalf of the Welsh Purchasing Consortium (WPC) for the for The Provision of Asbestos Surveying/Inspection, Testing/Analytical Services and Licensed Removal. The estimated contract period will be 1.1.2015 to 1.1.2017 with an option to extend up to a further 24 months These have been split into 3 Lots.
Lot 1 – Asbestos Survey/ Inspection.
Lot 2 – Asbestos Testing/ Analytical Services.
Lot 3 – (HSE) Asbestos Removal.
Further detail/s is provided in the tender documentation. Tenderers can bid for one, some or all Lots.
The estimated value of the framework is 5 000 000 but this has been calculated with reference to the historical spend of all those public sector organisations named.
The Lead Authority offers no guarantee of volume or value in respect of any future expenditure.
This Framework Agreement procurement exercise is being led by City and County of Swansea on behalf of the participating bodies in the WPC.
Each Lot will be awarded to a maximum of 7 tenderers per region, the only exception to this is the RCT region which will appoint 8. Contracting Authorities will select the supplier to which an award is made by ranking the suppliers on the basis of the award criteria used when the framework agreement was concluded, i.e. the Most Economically Advantageous Tender (MEAT) will be ranked first. In the first instance the first ranked supplier will be awarded the contract, if the first supplier selected is unable to provide the requirement the Contracting Authority will go to the provider which has submitted the next most economically advantageous tender, and so on.
Contracting Authorities will have the option to directly award to the first ranked tenderer within the Lot for the specified prices, or where the terms laid down in the framework agreement are not precise or complete enough for the particular call-off. A further mini competition should be run.
