Pipeline Framework: Musculoskeletal Services

A pipeline has been launched for Musculoskeletal Services.The contract start Date is 01 October 2018. Approach to market date is 30 April 2018.NHS Shared Business Services, on behalf of NHS Croydon Clinical Commissioning Group (the CCG), is seeking information from Providers on the potential interest and capability of the market to deliver a Musculoskeletal Service to the population of Croydon.The service model and commissioning intentions as currently developed include for the Provider of future MSK services to:Improve, support, manage and coordinate MSK need and conditions delivered primarily in primary care but with access to expertise in secondary care for advice, collaboration and onward referral when required.Work closely alongside GPs to encourage and enable GPs to provide support and self-help/management of the patients’ MSK conditions without the need for onward referral.The locally developed vision includes the co-location of physiotherapy with primary care staff (wherever the primary care estate allows) to facilitate closer working relationships, enhance the skillset of GPs to manage MSK conditions and strengthen adherence to agreed care pathways between primary and secondary care.Croydon CCG is also developing its vision for a number of other planned care services, namely anti-coagulation, dermatology, diabetes, ENT and gynaecology, in addition to MSK. These services are currently being re-designed, and market engagement and / or procurement may follow later in 2018. Participation in the engagement exercise is not a mandatory requirement for participating in any potential future procurement; however, responses received will assist to inform the Commissioner as to the level of interest from the market and will be used to evidence a decision as to whether or not to undertake a competitive procurement.Please review the attached Memorandum of Information, draft Service Specification and schedules 4A and 4C.***To EXPRESS YOUR INTEREST and to commence engagement with NHS Croydon CCG, please complete the attached Market Engagement Questionnaire (MEQ) and email your response to sean.crilly@swlondon.nhs.uk by 12.00 noon on 09/04/18***The CCG will use the contact details of those responding, to directly engage further as it refines its commissioning and procurement requirements, including possible engagement events.Should the CCG opt to run a competitive procurement, to is anticipated that an Invitation to Tender will be published during April 2018 and that a 3 year contract will be awarded with the option of a further 2 year extension at the CCG’s discretion. The annual contract value is estimated at £1.4m – £1.6m per annum.This is a potential opportunity from the government, and the pipeline gives advance notice of an opportunity that might be offered by the public sector in the future – allowing potential suppliers to plan accordingly.
