Short description of the contract or purchase(s):: Belfast Harbour Commissioners (BHC) require a range of consultancy services associated with various port related projects within the Port of Belfast. The required consultancy services will be split into the following lots:
– Lot 1: Civil and structural Engineer;
– Lot 2: Mechanical and Electrical Engineer;
– Lot 3: Architect; and
– Lot 4: Project Manager/ Quantity Surveyor.
It should be noted that only Lot 1 Civil and Structural Engineer is subject to the Utilities Contracts Regulations 2006. The estimated value of each of the other lots 2-4, fall below the EU threshold. BHC have voluntarily advertised these services through OJEU. BHC are not required to follow the rules and procedures set out in the Utilities Contracts Regulations 2006 in respect of lots 2-4.
BHC may if required, purchase services from the framework for non-regulated activities (i.e. not for the exploitation of the Port’s redline area for the purpose of providing port and terminal facilities). Any such services are not subject to the Utilities Contracts Regulations 2006 and are therefore not included in the estimated framework values included within this OJEU notice.
