Short description of the contract or purchase(s): This contract is being advertised on a voluntary basis.
The City of Bradford Metropolitan District Council (the Council) intends to establish a framework agreement for the provision of Supported Living services to vulnerable adults across the Bradford District The purpose of the framework will be to provide services for people who have support needs relating to learning disabilities, mental health, physical disabilities, are homeless, a young person at risk or have multiple and complex needs. Multiple needs in this context refers to a person presenting with a housing needs further complicated by significant support needs, or a combination of support needs such as an alcohol and or drug dependency. Complex needs are being considered in terms of High level significant complex needs in addition to a Learning Disability and or Mental Health. (This tender exercise excludes extra care, day care, home care/domiciliary care and residential services).
Supported Living is a term used to describe a place where someone lives with care and support. The term supported housing is often used in the same context.
– Supported Housing is focussed in the support that enables individuals to maintain their own tenancy, promote independent living and move on; usually people who live in supported housing have their support needs met by ‘housing related support’
-Supported Living is more likely to be longer term help and support to enable a person to live as independently as possible.
The Framework will be split into 6 lots as follows:
– Lot 1: Homelessness Services;
– Lot 2: Multiple Needs;
– Lot 3: Young People at Risk;
– Lot 4: Learning Disabilities/LD Complex Needs;
– Lot 5: Mental Health/MH Complex Needs;
– Lot 6: Physical and Sensory Needs.
The framework will run from 10.6.2015 for an initial 3 (three) years with an the sole discretion of the Council, to extend for a further 1 year, subject to satisfactory contract performance and the Council having the need for a provider framework and the funding available for the framework. All values and figures quoted are indicative only as the council can not guarantee future requirements and levels of work that will be required.
