The contracts will be open to all of LGSS’s :
(i) existing and or future partners and other organisations delegating services and or functions to LGSS (currently Cambridgeshire County Council, Northamptonshire County Council and Norwich City Council) who participate in the LGSS’s shared services venture;
(ii) customers of LGSS;
(iii) to any city, district and/or borough local authorities within the county of Cambridgeshire and/or Northamptonshire;
(iv) any company and or organisations set up by Cambridgeshire and/or Northamptonshire County Council.

Short description of the contract or purchase(s): The authority wishes to appoint a provider to provide a framework contract for the provision of an ERP solution for use by current and future LGSS partners which would need to be accessible across Cambridgeshire and Northamptonshire and the surrounding region from a central data centre based in Northampton or Cambridge.
The Provider shall be expected to supply a framework contract for the provision of an ERP solution that will be available to offer to new customers joining LGSS as well as being available for existing customers or partners.
We are looking for a flexible licensing approach that matches the needs of LGSS as a growing shared service who are planning to offer ERP solutions across a range of public sector customers.
It is expected that an initial contract will last for a period of a minimum of 5 years and will take the form of a flexible licensing agreement, to enable partners organisations to use the ERP solution based on individual organisation ‘copies’ of a core standard LGSS Shared Service ERP Solution configuration.
It is difficult to predict the exact value of this contract as the LGSS shared service customer base is likely to vary with new partners joining over the contract term, but it is estimated that the total number of employees that would use the product would be no less than 1 400 and no greater than 20 000.
This solution (sometimes known as ‘Tier 2’) is initially targeted at small to medium sized public sector organisations such as district and borough councils and other public sector bodies who may become customers of LGSS but could potentially be used by larger organisations if the functionality provided is suitable.
LGSS are seeking the provision of a flexible licensing framework that will yield an increasing discount by volume of users.
It will also need to include flexibility in the licensing framework for provision of a solution to partners who join LGSS and those who may choose to leave LGSS retaining the use of the shared services solution.
LGSS currently operate two ERP solutions for partners and customers – Oracle and Agresso.
LGSS are open to considering a framework that is based on one of these solutions or on an alternative new solution.
LGSS require that all potential providers of the solution provide at least two reference sites for LGSS to visit.
