Redevelopment of flood-hit site set for approval

Plans for the residential-led redevelopment of a Leeds industrial site which has been vacant since the Boxing Day flood of 2015 look set to get the green light when they go before councillors at a meeting next week (14 February 2019).Prospect Estates, supported by Roger Lee Planning and Implementing Design, submitted an application to Leeds City Council in August 2018 for the former ThyssenKrupp Industrial site on Kirkstall Road.Outline planning permission is sought for the development of four new buildings of between four and nine storeys. These would provide a total of 272 new apartments, with a mix of one-, two- and three bedroom units. A 5 per cent affordable housing provision is proposed.A total of 136 car parking spaces would be provided, the majority in undercroft parking areas. Three commercial units would also be created on the ground floor of one of the buildings.The car parking will be provided at ground floor level to raise the residential units above the flood level. The buildings would also incorporate flood resilience measures.Pre-application plans were presented in May 2018, with committee members expressing their support.The outline application will now go before the council’s City Plans Panel on 14 February, with a planning officer’s report recommending that approval is granted, subject to conditions.Prospect Estates also owns the former ThyssenKrupp office building and is planning to convert to provide 43 residential units and ground floor commercial space. This element is not included in the application.
