Pipeline Framework: 3173_19A HIV Self-Sampling Service (Public Health England)
A pipeline has been launched for 3173_19A HIV Self-Sampling Service (Public Health England).The contract start Date is 01 October 2019. Approach to market date is 11 March 2019.Please note this is a Prior Information Notice and tender documentation is not available yet. Public Health England (PHE) is seeking to establish a national framework agreement with a single provider to provide an online HIV self-sampling service for the most at risk populations. The framework will be primarily for use by PHE and all English local authorities with Public Health responsibilities (170 in England). Its use will not be mandatory.Public Health England (PHE) is seeking to establish a national framework agreement with a single provider to provide an online HIV self-sampling and service for most at risk populations. The aim of this Service is to provide a cost effective and clinically robust remote HIV Self- Sampling Service for sexually active individuals aged 16 years and over. Emphasis will be placed on increasing testing for HIV amongst most at risk groups including MSM and black African populations. The Service will be paid for by the customer and will be free to the Service User. The framework will be primarily for use by PHE and all English local authorities with Public Health responsibilities (170 in England). Its use will not be mandatory. It is expected that there will be an initial firm period of 2yrs 6 months and then further extension options up to 18 months.The Framework is primarily intended to be accessed by Public Health England and English local authorities;however it will be open for use by any public body/contracting authority being either:a) Public Health England;c) any local authority in England; orb) the NHS Commissioning Board;d) any clinical commissioning group, NHS Trust or NHS Foundation Trust in England. The provider will design, host, manage and maintain a secure and accessible user-friendly interface thatprovides access to free remote sampling services, the supply of self-sampling kits for capillary or finger-tipblood sampling, testing of samples, appropriate results management and onward referral for treatment and carefollowing diagnosis.
