Justification for a framework agreement, the duration of which exceeds four years: The Impact of the Richard Review of Apprentices in England (the interim report on options is due December 2013) – may cause the Welsh Ministers to review Apprentice delivery in Wales. Any Ministerial decision could take effect towards the end of 4 year term – a contract extension would enable the Welsh Government to put in place alternative provision via existing framework agreements.

Short description of the contract or purchase(s): The Welsh Government’s Department for Education and Skills (DfES) has a range of programmes aimed at supporting learners in Wales and currently supports around 60,000 individuals on its Work Based Learning (WBL) programmes, including participants on its Jobs Growth Wales programme.
This Pre-Qualification Questionnaire is the beginning of a part B OJEU tender process to establish the Welsh Government’s new network of training providers for up to four years from 1.4.2015 to 31.3.2019 (with a possible extension to 31.3.2021). This network will deliver WBL provision on behalf of the Welsh Government from April 2015. It is expected that these programmes will be part-financed by the European Social Fund.
Work Based Learning programmes
Key WBL programmes the buyer expects to include in the tender are:
– Apprenticeships, which raises the skills of employees to meet the current and future needs of the Welsh economy;
– Traineeships, which provides learners entering learning aged 16-18 with key personal and employability skills and qualifications to enable them to effectively progress into further learning or enter the labour market;
– Jobs Growth Wales, which provides work ready 16-24 year olds with paid job opportunities leading to employment or self-employment.
– Innovation, a programme developed to deliver against Welsh Ministers’ priorities.
Through the framework agreements established from this tender exercise we may also seek, if necessary during the 2015-2019 period (and 2019-21 period if extended), to introduce new programmes for the delivery of work experience, training or support for those of working age in Wales either fully or partly in the workplace.
