Flats and art space proposed in latest Park Hill plans

Plans have been lodged for the latest phase of the redevelopment of Sheffield’s iconic Park Hill Estate, including almost 100 flats and a flagship arts and culture venue.S1 Artspace and Urban Splash Park Hill Ltd, a joint venture between regeneration specialists Urban Splash and Places for People, has submitted full-planning and listed building applications to Sheffield City Council for phase four of the regeneration project.Park Hill, located on a hill above the city’s railway station, is one of the Sheffield’s best-known landmarks. The property was built in 1961 and was one of the first Brutalist buildings in the UK. It was awarded grade II*-listed status in 1998.The fourth phase of redevelopment, out of a planned five, would comprise 96 residential units, developed by Urban Splash, on the upper levels and S1 Artspace’s plans for Park Hill Art Space, including a 6,458 sq ft gallery, studio space for more than 50 artists, and education and community facilities.The Park Hill Art Space has previously secured grant support from the Heritage Lottery Fund and the Architectural Heritage Fund. It has been estimated that the project will unlock a £163m of economic impact over a 30-year period for the Sheffield City Region economy.Urban Splash, which acquired Park Hill in 2004, has so far completed the first phase of redevelopment, comprising 260 homes, ten workspaces and the Grace Owen children’s nursery.It received planning permission for phase two in December 2017, which includes another 200 homes, further workspace and landscaping, and for phase three, comprising more than 350 student flats, in July 2018.Carmody Groarke is the architect and lead designer for the latest phase and the project team also includes Mikhail Riches, Arup, Max Fordham, Hoare Lea, Jonathan Cook Landscape Architects (JCLA), Gardiner and Theobald, Counterculture, Buttress, Salusai and Estrada Ecology.
