The Council is looking for a partner(s) to improve the way that it engages with individual tenants and leaseholders, as well as existing tenant groups. We propose to introduce a model of engagement in which all tenants can influence and scrutinise both Newcastle City Council and Your Homes Newcastle (YHN – The Council’s arm’s length housing authority). This strategic approach will sit alongside the Council and YHN’s existing governance, management and quality frameworks.
This opportunity is split into 2 lots and providers may bid for 1 or both lots. Lot 1 will focus on tenant and leaseholder engagement and confidence building, while Lot 2 will focus on tenant scrutiny, performance and challenge. All prospective tenders are advised that one of the Council’s in-house teams may submit a proposal that would be considered alongside the tender process for external bidders. If the Council determines that the in-house bid provides best value, the Council reserves the right to abandon the tender process for that particular lot and not award.
