Plans for 17-storey tower scheme up for discussion

Updated plans for a site on the edge of Leeds city centre, proposing a 17-storey development featuring more than 150 apartments, will be discussed by councillors at a meeting next week (1 August 2019).Engie is behind the plans for development on a site to the east of Carlton Gate and north of Clay Pit Lane.Its proposal is for a tower block of between five and 17 storeys providing 151 flats. These would comprise 92 one-bed and studio units, 47 two-bed and 12 three-bed apartments.The development would feature 20 car parking spaces within an undercroft area, with access off Primrose Circus.A public pocket park with amenity space, seating and re-contoured landscaping would also be created.Plans for the site were first put forward in December 2017 and initially comprised a single eleven-storey block of 213 residential units, together with parking, green areas and commercial space.After concerns were raised over the removal of a landscaped mound facing onto Clay Pit Lane as well as the proposed design, a new pre-application proposal was presented to the council in June 2018. This would have comprised a tower block ranging from five to 15 storeys, featuring a total of 160 apartments.Following the 2018 meeting, the scheme has been amended to include a point element feature and a reduction in the scale and massing of the tower itself.A position statement on the new proposal will be considered by Leeds City Council’s South and West Plans Panel on 1 August.Members will be asked for their views on the design of the building, affordable housing and the impact on surronding development and public realm.
