II.2.4) Description of the procurement:
This framework (‘the framework agreement is for the supply (with an element of design) and delivery of street lighting LED luminaires and associated fittings and spares to support Durham County Council LED luminaire replacement programme and to cover capital and maintenance works.
Durham County Council will require as part of a ‘one-stop-shop’ facility the successful bidder to work with the Council in providing sourcing and selection advice in obtaining best value, to offer the most effective solutions to meet Durham County Council Specification. The Council gives no undertaking as to the level of any spend via this framework.
The proposed framework agreement includes, but is not limited to, the provision street lighting LED luminaires, including by wall mounted/ bulkhead methods for lighting of, for example:
— traffic routes,
— residential and minor roads,
— cycle tracks, footpaths, and public amenity areas,
— underpasses,
— conservation areas (with heritage-style lighting).
This is a call-off framework agreement and successful bidder(s) will be required to deliver, and occasionally design, LED street lighting luminaires to Durham County Council’s lighting requirements. The provider will be required to provide compliant luminaires, obtaining best value solutions to meet the Councils demands.
The Council intends to identify a main supplier onto the framework together with a reserve supplier. The successful supplier placed in first position, following the tender exercise, will be selected to deliver every call-off requirement from the framework.
The reserve supplier will only be used should the main supplier fail to conform to the contractual requirements of the framework or unable to provide a compliant luminaire, if neither supplier can provide the order the Council reserves the right to go outside of this framework agreement.
