The current contract for Health and social work services – Framework Lead is projected to end on 15-SEP-20 and may be available for retender. Personal Dental Service (PDS) provision within Rugeley.
Background and Context to the Procurement.
NHS Arden and Greater East Midlands CSU (NHS Arden and GEMCSU) on behalf of NHS England North Midlands (referred to as the Commissioners) is inviting suitably qualified and experienced providers to deliver Personal Dental Services (PDS) within Rugeley area which is located 6 miles from Cannock and 10 miles from Stafford.
NHS England North Midlands serves a population of approximately 3 600 000 within the geographical boundaries of Staffordshire, Shropshire, Derbyshire and Nottinghamshire including the market town of Rugeley which is located in the Cannock Chase District of Staffordshire with a population of around 23 000. NHS England North Midlands are responsible for commissioning all types of dental care within such geographical boundaries including primary care, secondary care, community and offender health services from a budget of around 150 000 000 GBP.
1.2 Objectives of the Procurement:
The key objectives of this Procurement are:
– To commission an NHS dental practice within a 1 mile radius of WS15 2EJ and provide Personal Dental Services to the patient community from and around Rugeley area.
– And by doing so offer patients further choice of Personal Dental Service provider.
1.3 Scope of Services:
The Preferred Bidder shall have the capacity and capability to deliver innovative and high quality patient-centred personal dental services that provides value for money. The Preferred Bidder will also be required to assist the patient community with keeping their mouth, teeth and gums healthy and free of pain by offering various services which include but are not limited to treatments listed below:
– dentures;
– root canal treatment;
– crowns and bridges;
– any preventive treatment, such as a scale and polish, an appointment with the dental hygienist, fluoride varnish or fissure sealants;
– white fillings;
NHS England North Midlands require that the Preferred Bidder shall:
– Provide access to NHS dental services for residents to ensure equity and consistency of provision within the Rugeley Area;
– Deliver appropriate, efficient and cost effective services within the mandatory service framework of the PDS Agreement. These should be evidence based or evidence informed;
– Provide high quality personal dental services that meet the specific needs of diverse population groups within the NHS England area including flexibility of appointment times;
– Help improving oral health and reducing oral health inequalities by ensuring evidence based preventative approaches are embedded in all clinical practice;
– Contribute to improving general health by undertaking brief interventions for smoking and alcohol cessation as well as provide advice regarding healthy eating;
– Take part in relevant NHS England public health campaigns;
– Provide service of a standard consistent with or exceeding Good Clinical Practice that will deliver improved oral health outcomes;
– Provide service that delivers value for money and can be deliverable within available NHS England budgets as well as demonstrate efficiency;
– Establish a positive working relationship with NHS England North Midland to facilitate and maximise service delivery;
– Develop services in line with the evolving local strategic approach to primary care dental provision;
– Contribute to the long-term development and closer integration of relationships between independent providers for example other GPs, dental practices, pharmacies, social care and the NHS and the attainment of local NHS targets.
In addition, the preferred bidder shall provide service from premises/facilities that:
– Meet local access requirements as well as fulfil equality and diversity requirements and meet the needs of the identified patient groups;
– Provide excellent access for patients with disabilities in line with the Equality Act 2010;
– Has any kind of parking available either ‘on site’ or private pay and display car parks or that provided by council within the vicinity of surgery. Parking shall include adequate disabled parking spaces for patients to use when visiting the practice, and
– The location should be easily accessible to patients arriving on foot or by public transport.
The preferred bidder will also be required to ensure that:
– They meet the targets and standards set out in the PDS Agreement;
– They meet the guidelines, standards and measures published locally, regionally and nationally by public bodies/authorities such as NHS England, Department of Health etc. in various white papers, reports, advisory documents for e.g. ‘The Vital Signs’, ‘Dental Assurance Framework’ and ‘NICE guidelines’ etc.;
– They measure patient experience and where necessary enact appropriate service improvements.
1.4 Estimated Contract Value:
Based on the past experience it is anticipated that service provision resultant of this procurement will have an annual agreement value of 390 240 GBP for the annual delivery of 16 000 UDAs (Units of Dental Activity). It is important to note here that the contract value and activity levels have been derived based on the past experience. There is no guarantee that they will remain at these levels in the future. They may increase or decrease. The actual contract value and activity levels may defer during the period of service provision due to factors beyond commissioner’s control such as increase/decrease in population of the local area, closure of other nearby dental surgeries due to unforeseen reasons, patients preference for the other dental surgeries etc.
1.5 Contract Duration:
As a result of this procurement exercise an agreement will be established with the successful bidder for a period of 5 years with the possibility of further 5 years extension. In short, the contract duration will be for 5 years + 5 years (potentially as a further extension) = 10 years (possibly).
1.6 Bidder Pool:
The Commissioners wish to receive responses to the ITT from suitably qualified and experienced Providers with the necessary capacity and capability (or a demonstrable ability to provide the necessary capacity and capability within the requisite timescale, which is notified to Potential Bidders in the ITT) to provide the range of Services as set out elsewhere in the ITT, in a safe and effective manner. Subject to any conditions specified in the Contract or any tender documents issued in connection with the Procurement, Potential Bidders may bid in partnership with other organisations.
1.7 Critical Success Factors (CSF’s):
The Commissioners require the Provider to meet the following CSFs throughout the life of the Contract:
– Access – The Services procured must be provided in locations and facilities that meet local patient access preferences (e.g. opening hours, ground floor location of surgery).
– Capacity – The aim of the Procurement is to provide appropriate capacity in locations, the potential capacity issues are local and geographical rather than specialty related.
– Quality – Patient-centred care services, delivered in a safe and effective manner and delivered through a learning environment.
– Value for Money and Affordability – The Services procured through the Procurement must be affordable and provide VfM.
– Integration – Providers will be expected to integrate with, and positively contribute to, the local healthcare community.
– Engagement (and consultation if necessary) – The Service procured must engage with service users in the planning and delivery of Services.
