The Met Office has been operating as a Trading Fund since 1996, originally as an Executive Agency of the UK Ministry of Defence (MoD). As part of a Machinery of Government change in July 2011 the Met Office became an Executive Agency of the Department for Business, Innovation and Skills (BIS). As the UK’s national meteorological service, it provides a range of products and services to a large number of public and private sector organisations. It also represents the UK within the World Meteorological Organisation (WMO) and plays a prominent role in international meteorology.
The Met Office is seeking to establish a 5 year contract, with an option to extend it for two further 12 month periods, to cover the provision of; Radiosondes, Ground Station equipment, associated consumables, and software for its operational network of Radiosonde stations.
The Met Office has operated a national network of high quality radiosonde systems for more than 30 years, with a combination of manned and automated sites. These systems utilise readily available IT solutions technology to provide the interface and displays to operators with data processing performed via internal or a separately housed microprocessor unit. The systems have been designed to satisfy the requirements of standard operational radiosonde stations, test sites used for WMO and bilateral international radiosonde comparisons, together with radiosonde operations for local forecasts at defence test ranges.
The purpose of this Tender process is to establish a contract for the provision of; new ground systems (both manual and automated), radiosondes, and other consumables for the Met Office’s entire operational radiosonde network, both in the UK and Overseas
Whereby, the Met Office annual consumption of radiosondes is in the region of 7 000 units in total, utilising some manual 25 ground systems, and 4 automated systems.
The OJEU Open Procedure will be followed, with an Invitation to Tender (ITT), leading to intercomparison, and reproducibility trials of up to 3 participants, based on the highest paper based scores.
