Nature and extent of the modifications(with indication of possible earlier changes to the contract):
The initial 3 year period of the contract was extended by 2 years until 31.3.2020 in accordance with the contract. It was expected that a replacement system would be procured by 31.3.2020. As below, this has not proved possible. A further 2 years is required with a possible further 1 year to allow for a review decision to take place. The modification value is 617 500 GBP.
The proposed extension is permitted by Regulation 72(1)(b) of PCR2015. A change of provider from 1.4.2020:
(i) cannot be made for economic and technical reasons given the complex transitional requirements and need to ensure continued system delivery which is vital to EA;
(ii) would cause significant inconvenience; and
(iii) time is needed for a review to take place.
