United Kingdom-Lewes: Transport services (excl. Waste transport) – Framework Lead

The current contract for Transport services (excl. Waste transport) – Framework Lead is projected to end on 25-OCT-20 and may be available for retender. Non-Emergency Patient Transport Service (NHS/SoEPS/13.185).
Sussex Clinical Commissioning Groups (CCGs) wish to procure a Managed Service Provider for their Non-Emergency Patient Transport Services (NEPTS) across Sussex.
Currently, around 280 000 PTS journeys are booked each year, with patients being moved to and from NHS-funded treatment at a range of sites across Sussex including acute hospitals, and local venues providing community-based care.
The service is responsible for safely and effectively transporting eligible patients between their nominated place of residence, to, from and between NHS-funded healthcare facilities in a timely manner, so that they can receive the health care for which they are booked. This responsibility includes:
– Providing a single point of access and full booking service for patients and HCPs;
– Equitable and consistent application of the eligibility criteria to all patients and carers;
– Signposting patients who are not eligible for PTS to alternative transport arrangements;
– Effective determination of mobility need or needs;
– Allocation of journeys across the sub-contracted transport providers through an equitable, open and transparent process;
– Effective communication and collaboration with system wide stakeholders;
– Coordination and management of all patient journeys;
– Timely reporting to Commissioners.
Commissioners have reviewed the options available; a Managed Service Provider (i.e. single lot) model supports the benefits that have been identified as being critical success factors including:
– Consistency of approach to both Patients and NHS clinical Providers;
– Equity of access, regardless of geography;
– Equitable application of the eligibility criteria;
– A safe service, with a high quality level of patient experience;
– Value for money;
– Effective communication, including utilisation of up-to-date technology;
– A platform for integration with community and social transport; and
– Integration across the local health economy.
The CCGs wish to ensure a resilient, flexible service is commissioned to meet the needs of patients and stakeholders at an affordable cost.
The Commissioners have agreed to offer a 4 year contract initial term with the option to extend for a further year (4 + 1 = 5 years maximum duration).
A maximum total financial envelope will be set between 58.5 GBP and 63 500 000 GBP for the 5 year maximum duration of the contract.
The area covered by this procurement is mainly within the geographical boundaries of the following Clinical Commissioning Groups (CCGs):
– NHS Brighton and Hove CCG;
– NHS Coastal West Sussex CCG;
– NHS Crawley CCG;
– NHS Horsham and Mid-Sussex CCG;
– NHS High Weald, Lewes and Havens CCG;
– NHS Eastbourne, Hailsham and Seaford CCG;
– NHS Hastings and Rother CCG.
NB: This service does not include Surrey as listed in the UKJ2 description, however some out of area work will be within scope where the patients home address or the required transport destination is outside of the CCG boundaries.
