United Kingdom-Plymouth: Administration, defence and social security services – Framework Lead

The current contract for Administration, defence and social security services – Framework Lead is projected to end on 09-FEB-21 and may be available for retender. Enforcement Agent Services.
This is a notice for social and specific services in accordance with Directive 2014/24/EU Article 74.
The Council requires the provision of enforcement agent services for the enforcement of council tax, non-domestic rates, business improvement districts (BID’s), commercial rent, parking penalty charge notices, housing benefit overpayments, general sundry debts and debt recoveries on behalf of third parties undertaken by the Council.
The Council has split its requirement into 3 lots:
Lot 1 – Council Tax and Business Rates (including Business Improvement District Levies – BIDs)
Lot 2 – Sundry and Housing Benefit Overpayment Debts, Commercial Rents.
Lot 3 – Parking Services.
Organisations may bid for 1 or more lots. The Council may appoint a minimum of 2 but no more than 3 suppliers for each lot. The Council does not guarantee any minimum volumes of work. The Council shall initially send equal volumes of work to each supplier. After an initial period, volumes sent may be performance related.
The Council’s preference is for this service to be carried out by a prime contractor without the use of sub-contractors. All enforcement agents must be employees rather than self-employed.
Under this contract the contractors and their supply chains will be required to actively participate in the achievement of the Contracting Authority’s social / economic / environmental objectives. Accordingly, contract documents may relate to social / economic / environmental considerations.
