Green light recommended for 260-home scheme

Plans for a development of more than 250 homes on the site of a former district centre in Leeds are recommended for approval when the go before councillors tomorrow (12 March 2020).Acting on behalf of developer Artisan Real Estate, the Planning and Development team from CBRE’s Leeds office submitted a full planning application in March 2019 for the residential-led redevelopment of the former Kirkstall District Centre.Planning permission is sought for 263 new homes as part of the ‘Kirkstall Place’ development, as well as a small-scale commercial unit for retail or co-working office space.A mix of accommodation would be created, including 80 family town houses and 183 apartments with one-, two-, three- and four-bedroom units.A total of 231 car and 340 cycle parking spaces are proposed.The application will be considered by Leeds City Council’s City Plans Panel on 12 March and is recommended for approval, subject to the signing of a Section 106 agreement, in an officer’s report prepared for the meeting.The report said the proposed development would “contribute positively to the regeneration of a vacant brownfield site”.Plans were previously lodged in 2012 for the redevelopment of the site with a large food store and five retail units. This application was subsequently withdrawn.A pre-application was then submitted in 2017 for a mixed-use development featuring 434 homes, office, retail and leisure uses.The currently scheme was presented to councillors in January 2019. The applicant has previously entered into an agreement with the council, which owns part of the site, requiring a full planning application to be submitted in March 2019.
