Public Health England (PHE), referred to herein as the ‘Authority’, provides strategic leadership and vision for protecting and improving the nation’s health. The Authority is seeking an academic organisation to produce 3 annual estimates for England and for each local authority of dependent alcohol use and other levels of alcohol consumption (along with relevant sub-populations) and also Opiate and/or Crack Cocaine use using available administrative and survey datasets.
