II.2.4) Description of the procurement
The Blood Services of Scotland, Northern Ireland, Wales and Ireland wish to put in place an interim contract for the supply of Apheresis Collection systems. Apheresis procedures allow the collection of a single, double or triple adult therapeutic dose of platelets from one donor. Apheresis machines collect whole blood and separate it into its component parts. As the platelets are collected, the other blood components are returned to the donor. The interim contract will be for a period of 2 years, this will offer supply stability over the period of the contract and allow us to conclude a new OJEU tender.

3.Explanation
Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union
is lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive:
Initially the authorities were going to be utilising the services of a framework contract however plans for this changed at the last minute and the Authorities now require to ensure continuity of service with an interim contract. This will then allow the Authorities the opportunity to re-advertise for a new contract to cover the entire requirements for a longer period of time.
