Pipeline Framework: Car Park Management
A pipeline has been launched for Car Park Management. The contract start Date is 1 February 2021. Approach to market date is 16 November 2020.Great Missenden Parish Council (GMPC) is seeking expressions of interest from a service provider who is a member of the British Parking Association (BPA) to act as a concessionaire to provide a car park management service at their Buryfield Car Park in Great Missenden Buckinghamshire that controls visitor parking in line with the Councils site specific objectives. The primary objective is to provide income generation through revenues from visitor parking and unauthorised parking which supports the investment in the car park and the management service and financially rewards the Council. A secondary objective is to provide support to the local community by facilitating commerce in the High Street nearby and the drop of/ pick up of children attending the nearby C of E Combined School. This is enabled by the provision of one hour free parking. The service provider will install and maintain physical parking measures including signage and payment control technologies. Key features of the service * selected service provider – Member of the British Parking Association (BPA) * technology to track / record payment and offence * Issue of parking charges to offending vehicles * Effective debt recovery scheme * Potential for ANPR Management and Charging System with associated cloud based management system enabling status data, fault notifications and statistical data to be able to be viewed online. GMPC wants the option for the data to be hosted by the Service Provider.Additional Information1) 41 parking spaces, including 2 disabled bays, currently being expanded to 63 spaces.2) GMPC reserve the right to allow vehicles and pedestrians to gain access and egress the Great Missenden C of E Combined School and the Great Missenden Memorial Centre via the car park and so any technologies used must accommodate this.3) GMPC will be responsible for maintenance of the car park surface and parking bay lining.In the first instance please send your expression of interest to clerk@greatmissendenpc.co.ukThis is a potential opportunity from the government, and the pipeline gives advance notice of an opportunity that might be offered by the public sector in the future – allowing potential suppliers to plan accordingly.
