Pipeline Framework: DHSC International Freight and Logistics Solutions
A pipeline has been launched for DHSC International Freight and Logistics Solutions.The contract start Date is 23 February 2021. Approach to market date is 14 December 2020.DHSC intend to run a procurement exercise to source international freight and logistics services to support the importation of medical products (including but not limited to; Personal Protection Equipment (PPE) and Diagnostic kits) into the UK from international sources.The procurement will include contracts for the provision of the following high-level services:1. Air freight charters;2. Air freight and ground handling services*3. Sea freight services*4. Rail freight services*5. Road freight services.*Includes (but not limited to) provision of ground transport for collection from origin and delivery to final destination, terminal handling and customs brokerage services.The procurement may seek to invite tenders for these services under different lots.The proposed contracting periods for the high-level services detailed above are 12 months, with the option for the Authority to extend for up to 12 months. The estimated total value of these contracts is £95,000,000.Note that this value is an estimate and is based on current understanding of requirements and market conditions. This value is subject to change.It is anticipated that a contract notice (invitation to tender) will be published in the OJEU during December 2020.The intended international freight and logistics tender exercise will be performed through the online application, Atamis Procurement Software. Information relating to the tender is available within Atamis. Select this link to access the Atamis system Suppliers are encouraged, if they have not done so already, to register as quickly as possible with Atamis to ensure access to the tender documentation and the instructions for completion upon OJEU publication. The UK tender is intended to be an open procedure under the Public Contracts Regulations 2015.Prior to the publication of the contract notice, the Department is seeking to engage with the market.If suppliers are interested in participating in the market engagement activities, they should register interest by emailing; InternationalFreightProcurement@dhsc.gov.uk. To guarantee that suppliers have access to market engagement event details in advance of the event, suppliers should register interest by no later than 16:00 on Monday 30th November 2020. For suppliers registering interest after this date, the department will endeavour to ensure suppliers have access to market engagement events as long as they are received within a practical timescale.Details of the specific market engagement sessions will be provided via email to those suppliers that register their interest.This is a potential opportunity from the government, and the pipeline gives advance notice of an opportunity that might be offered by the public sector in the future – allowing potential suppliers to plan accordingly.
