II.1.4) Short Description: Hampshire County Council is inviting tenders from all suitably experienced and qualified modular building contractors, to establish the new Southern Modular Building Framework. This framework will replace the existing southern modular building framework that expired in July 2020.
This framework will deliver modular school classroom type buildings and larger buildings of modular construction, across South West England, South East England and London. The new framework will operate for 4 years commencing December 2020.
The aims of the new framework includes:
— simplify award of modular building works contracts,
— focus on core HCC works,
— retain availability to other public sector bodies to use the framework,
— build stronger relationships and collaboration with suppliers.

II.2.4) Description of the procurement
Lot 1 — Short to Medium
Lot 1 is primarily intended for the delivery of standard and bespoke temporary modular building solutions, specifically single and double classroom sized units, with or without toilets.
The modular units can be purchased or hired; are building regulation compliant and are constructed off site and delivered complete ready for swift site installation.
They should be fully demountable so that they can be easily removed or re-used elsewhere and have a designed life span that can see them in use from just a few months to several years.
In this lot, the modular building(s) to be provided as part of the Works will typically be:
Single and double classroom sized units, with and without toilets and lobbies to HCC specification.
Building Regulations compliant.
Constructed off site, delivered to and erected on site.
Demountable to allow redeployment and ease of removal.
Deployed to a site for short or medium term which may be for a term of a few months up to several years.
Purchased and or hired.
Bespoke buildings to provide a range of accommodation types and designed to Client’s brief
There will be a need for bespoke buildings designed to a client’s brief. For the Bespoke element of the works through the lot it is the intention that the provider will offer a building layout being designed to meet the relevant Client’s brief and any related statutory requirements or recognised good practice standards.
Typically, units in this sector would be deployed in the following circumstances:
Emergency work – e.g. to provide temporary accommodation after a flood.
To provide decanting accommodation whilst major works take place.
Provision of accommodation for schools to deal with short — and longer-term population increases — often as an interim measure pending extension of a school.
The modular buildings would then be removed on completion of the other works.
Short to medium term means a temporary installation of unit(s) (as opposed to permanent installation) which may need to remain on site for a longer term depending on clients needs.
For both lots, the intention is that framework providers will offer a ‘Turnkey’ Service, from design to occupation including manufacturing, delivery, installation and construction, services connection and commissioning. The framework Providers shall be able to carry out the role and responsibilities as principal contractor.
The aim of the Southern Modular Building Framework (SMBF 20-24) is to build strong collaborative relationships with a smaller pool of contractors to ensure successful service to HCC and its partnering authorities so with this in mind we aim to appoint 2 contractors to Lot 1.

II.2.4) Description of the procurement
Lot 2: Permanent Modular Construction
In this lot, the building(s) to be provided as part of the Works will typically be:
Bespoke buildings of modular construction to be constructed as a permanent structure with a design life in excess of 60 years.
Design, external and internal finishes and appearance to be appropriate to their role and location and to suit Client’s design requirements out of a combination of modular units.
External appearances and finishes should be appropriate for a permanent building and typically this may be cladding, brick slips, brickwork, render, or curtain walling and others similar to more ‘Traditional’ forms of construction.
This could be for any type of building ranging from a small store to a multi-storey accommodation block.
Purchased
It is the intention that the provider will offer a building layout out of a combination of modular units and designed to meet the relevant Client’s brief and any related statutory requirements or recognised good practice standards, and for education purpose which complies with current and future education standards and requirements. Fitting out, dimensions, design and layouts will be broad ranging and dictated by funding resources and the intended function of the building.
The scope would be with full design and construction of the building and site from scratch or from a ‘concept design’ provided by the client
