Short description of the contract or purchase(s):: Thames Water is the UK’s largest water and wastewater services provider supplying over 14 million customers, operating in the London Thames Valley areas. Thames Water have adopted a new ‘integrated’ approach to sourcing its Portable Gas Detection Units (PGD Units) requirements include PGD supply, spares and repairs and maintenance. It is intended to award a Framework Agreement to a successful supplier(s) capable of supplying both these products and services.
This FA is based upon the product and service requirements as shown below, comprising of 1 lot covering all the Thames Water geographic regions, which includes the supply of portable gas detection units (PGD units), spare parts and repair and maintenance services:
*Lot 1 Supply of PGD Units, spare parts and R&M services: The scope will cover the purchase and supply of PGD Units and spare parts, product selection, manufacture, at-works test, provision of drawings, supply, packing, delivery, on-site testing, commissioning, provision of associated documentation and necessary certification and warranties and operator / maintenance training of all applications. In addition R&M services will cover the planned and reactive maintenance of Thames Water PGD Units for instance, but not limited to, sensor calibration, repair, overhaul and servicing services. Repair may include all necessary PGD Unit ancillaries, sensors, batteries, battery re-chargers etc. Services required may include efficiency testing, removal and disposal of PGD Units and spares from site, delivery and commissioning. Work will cover both on- and off-site work.
This new Framework Agreement would supersede any the existing contracts or agreements. Thames Water also reserves the right to make no award as a result of this procurement process, or may award in part or in whole. Preference will be given to applicants who can meet both the supply and services criteria, as set put above.
Any agreement awarded would be for an initial duration of 3 years with options to extend annually up to a maximum length of 7 years. This would be subject to satisfactory reviews on price and supplier performance.
Suppliers may be invited to conduct a product trial(s) during the ITN evaluation phase of this tender process to test the feasibility of the proposed PGD units and operational model. During this trial, the supplier(s) will also be assessed on their performance and if the supplier(s) do not perform satisfactorily then Thames Water will stop the trial early. Upon completion of the trials Thames Water will review the results and may adjust its PGD Unit strategy, this may be within the scope of this award or be subject to a separate sourcing exercise.

To drive continuous improvement, the measurement & reporting of key performance indicators (KPI) via monthly reports, participation in quarterly Supplier Relationship Management (SRM) review meetings.
