To improve the health of these groups, it is important to understand who they are, why they aren’t in treatment, and how their drug use and other characteristics compare to those who are.This is a significant opportunity to inform policy and implementation in an area of high importance and at a crucial time. Reducing the level of unmet need is a policy priority for drug and alcohol treatment and is expected to be a significant recommendation made in the second part of Dame Carol Black’s Independent Review of Drugs (DCB).
