Plans to bring forward a major mixed-use scheme in Cornwall – which would include up to 3,800 homes, office space, restaurants and an energy centre – could take their latest step forward next week.A hybrid application for the Langarth Garden Village development near Threemilestone was backed earlier this year, with the outline element comprising the vast majority of the proposals.This includes up to 3,800 homes, local centres accommodating retail and office space, restaurants, cafes, drinking establishments and a local care health facility.Elsewhere, up to two primary schools are proposed alongside business and commercial floorspace, a brewery, an energy centre and a 600-strong park and ride extension.The scheme is expected to provide a major economic boost and create employment opportunities in the area.Now, a delivery strategy has been drawn up for the masterplan. It proposes that a Holding Limited Liability Partnership (LLP) should be set up as the Special Purpose Vehicle (SPV) to oversee, guide and manage the project in the role of master developer.”Langarth Garden Village is a key strategic development for Cornwall, making a significant contribution to addressing housing needs and providing employment opportunities, in line with Local Plan targets,” said a report drawn up ahead of Cornwall Council’s Cabinet meeting on 14 December.”The implementation of the LLP would be the next step in realising the envisaged benefits. As set out in this report, the LLP will act as master developer overseeing, coordinating and enabling function to realise the vision in line with the design principles and parameters associated with the hybrid planning consent.”Cabinet has been recommended to endorse both the delivery strategy and the establishment of an SPV.
