The Project
GTR are looking to procure a partner(s) to provide the long-term contract hire and short- term rental of Ancillary Vehicles (Van and Cars) use by various departments with GTR across the GTR Network.
At present GTR run a fleet of Diesel vehicles consisting primarily of Large, Medium & Small Panel vans as well as some cars. All these vehicles are currently provided from one incumbent supplier on a Contract Hire lease. A small number of vehicles are also hired on an adhoc short term (1-year Max) rental basis from the same provider.
In line with the current GTR sustainability strategy the aim is reduce the environmental carbon footprint by replacing this fleet with more environmentally friendly fully electric or hybrid vehicles.
The purpose is to run a competitive tender to gain a partner(s) to provide a fleet of Large, Medium & Small vans & cars on a 3 year contract hire with an ongoing framework whereby adhoc short term rentals are supplied to ensure:-
• Alignment to GTR’s vision/values/strategic pillars
• Reducing GTR’s carbon footprint
• Vehicle tracking & telemetry technology to provide information on vehicle location & driver performance.
The final structure of the Tender may be based around a combined package or individual lease & rental package lots.
The combined value of all these lots will be for up to £0.5m per annum and the contract award will be for a duration of up to 3 years. The annual value could vary due to annual budget reviews and depending on external impacts to the railway network.

• 239 managed stations.
• over 500 units in its train fleet.

• GTR had the largest number of passenger journeys at 19% of all UK journeys

The above tender period is estimated and may be subject to change at GTR’s discretion.
It is anticipated that the tender will be limited six suppliers, though this will be subject to the quantity of suppliers expressing an interest. In the event a pre-qualification questionnaire (PQQ) is required, this will have two (2) clear aspects:
a) A checklist of pass/fail functionality, compliance, and accreditation b) An assessed PQQ section
Mobilization
Expected to complete 1-month mobilization period, prior to commencing delivery of the first vehicles and it is therefore an aspiration that the all new vehicles would be delivered in
October/November 2022. Expression of Interest Response:

The proposed contract will be on GTR (The Go-Ahead Group’s) model terms and conditions for supply of services.
