Pipeline Framework: Stronger Local Resilience Forum (LRF) Pilot Programme
A pipeline has been launched for Stronger Local Resilience Forum (LRF) Pilot Programme.The contract start Date is 29 September 2023. Approach to market date is 3 July 2023.In recognition of the enhanced expectations of LRFs in recent years, and following the unprecedented demands placed upon them during the COVID-19 pandemic, the 2021 Integrated Review committed the UK Government to “consider strengthening the roles and responsibilities of LRFs in England”. The Department for Levelling up, Housing and Communities (DLUHC) has subsequently developed a range of proposals for the strengthening of LRFs, with these detailed in the December 2022 UK Government Resilience Framework (UKGRF)[1]. The UKGRF which commits the Government to delivering piloting of the reforms with LRFs in England by 2025.DLUHC wishes to commission a programme of work to design and (if feasible) deliver a full evaluation of the Stronger Local Resilience Forum (LRF) Pilot Programme to assess the impact, outcomes and value for money of the strengthening proposals and to identify lessons from a range of different delivery approaches across the participant LRFs. This is to enable the DLUHC to finesse and refine any future proposals for strengthening LRFs, ahead of a national roll out.This is a potential opportunity from the government, and the pipeline gives advance notice of an opportunity that might be offered by the public sector in the future – allowing potential suppliers to plan accordingly.
